A graduate of University of Santo Tomas, Faculty of Medicine and Surgery  Manila, Philippines with a degree of Doctor of Medicine. He completed his residency in Anatomic and Clinical Pathology at Baylor University Medical Center, Dallas, Texas, USA and became a Diplomate of the American Board of Pathology. He is a Fellow of the Philippine Society of Pathology and served two terms as President of the Philippine Society of Pathology. He has likewise served as National President of the Philippine Association of Schools of Medical Technology/Hygiene.

           Dr. Panopio is an outstanding Leader and Member of the Rotary Club of Cebu. He lives in Cebu City with his son, daughter in law and grandchildren. He also enjoys fishing and is passionate about theater.
